Notice of Race and Sailing Instructions

   
1. RULES
1.1

The event is governed by the rules as defined in The Racing Rules of Sailing. RRS 90.3(e) shall apply.

Croatian Sailing Federation Addendum U – Umpiring of RC events will apply under RRS 86.3.

   
   
2. CHANGES TO SAILING INSTRUCTIONS
  Any change to the Sailing Instructions will be posted in WhatsApp group before it will take effect.
   
   
3. COMMUNICATION
  Communication with competitors will be through the online official notice board in WhatsApp group or given verbally at the venue. Each competitor shall have at least one device connected to the internet with WhatsApp installed.
   
   
4. ELIGIBILITY AND ENTRY
 

The event is open to all boats of the IOM Class. Boats may enter the event by on-line entry form.

   
   
5. FEES
  Entry fee is 20 EUR and shall be paid at the registration or before by bank transfer to account HR29 2340 0091 1104 2340 6.
   
   
6. SCHEDULE
6.1
Saturday 9th September 11:00 Registration and measurement
    12:00 First warning signal
    17:00 Latest time for the warning signal
    18:00 Dinner for all participants
Sunday 10th September 10:00 First warning signal
    15:00 Latest time for the warning signal
    15:30 Prize giving
6.2 18 races are scheduled. There will be no more than 10 races on one day.
6.3 Warning signal of the next heat will be given as soon as possible after the finish of the last boat in the previous heat. Additional time may be approved on boat’s request for small repairs or sail changes.
   
   
7. EQUIPMENT INSPECTION
7.1 Each boat shall produce or verify the existence of a valid measurement certificate.
7.2 Boats may be inspected at any time.
   
   
8. VENUE
8.1 The venue for the event is port of Rijeka.
8.2 The control area will be on Karolina riječka pier with detailed description at the venue.
8.3 The launching area will be Karoline riječka pier.
   
   
9. COURSE
  The course, including the order in which marks are to be passed, and the side on which each mark is to be left, will be explained by the Race Committee and announced verbally and/or in the WhatsApp group.
   
   
10. PENALTY SYSTEM
  The right of appeal from a protest committee decision is denied as provided in RRS 70.5(a).
   
   
11 SCORING
11.1 Simple Heat Racing System (SHRS) will apply.
11.2 The composition of the heats for the Race 1 in the Qualifying Series will be defined as follows: Croatian sailors will be sorted based on the last ranking list. Sailors not included in the ranking list will be sorted by the sail numbers within alphabetically sorted country codes. Boats will be the assigned to heats starting from the top ranked boat in the order A, B, C, D, E, E, D, C, B, A …
11.3 Qualifying Series will consist of 6 races.
11.4 Final Series will consist of 12 races.
11.5 Three races are required to be completed to constitute a series.
11.6 The heat composition will be posted in the WhatsApp group. Competitors will be called orally by hailing the upcoming heat and race number. It is competitor's responsibility to hear his call and start in his assigned heat. Failure to comply with this Sailing Instruction will not be grounds for seeking redress. This changes RRS 60.1(b).
   
   
12 START
  RRS 30 will be applied to the re-start of any heat that has had one general recall.
   
   
13 TIME LIMIT
  The time limit for the first boat to finish shall be 30 minutes. Time limit for racing after the first boat finishes shall be 5 minutes. This changes RRS 35, A1.5 and A5.2.
   
   
14 HEARING REQUESTS
14.1 Parties to a protest will be called orally by hailing that the protest hearing is opening. It is the responsibility of the parties to come to the hearing without delay accompanied by any witness. No other notice of the hearing will be given. This change RRS 63.2.
14.2 Protest and request for redress need not be in writing. The protest committee may take the evidence in any way it considers appropriate and may communicate its decision orally. This changes RRS 61.2, 63.6, 64.1(c) and 66.2.
   
   
15 CHARTERED OR LOANED BOATS
  A chartered or loaned boat may carry national letters or a sail number in contravention of her class rules, provided that the race committee has approved her sail identification before the first race.
   
   
16 DATA PROTECTION
  Competitors, owners, and their guests shall grant the absolute right and permission to the organizing authority for any photography and video footage taken of persons and boats during the event, to be published and/or broadcast in any media, including but not limited to TV advertisements, whatsoever for either editorial or advertising purposes or to be used in press information.
   
   
17 RISK STATEMENT
  Competitors participate in the event entirely at their own risk, see RRS 3 - Decision to Race. The organizing authority, the PRO, the race committee, the protest committee, the technical committee, the volunteers, and any other party involved in the organization of the event will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the event. Each competitor accepts these terms by entering the event.
   
   
18 PRIZES
  Prizes will be awarded to the best three competitors. Subject to sufficient number of entries prizes (1 prize for 3 entries, 2 prizes for 4 entries, 3 prizes for 5 and more entries) will be awarded to the best competitors by extrapolating their results from then overall result in the following categories:
  - U25 for competitors that are older than 15 and younger than 25 years on the first day of the event
- U16 for competitors that are younger than 16 years on the first day of the event.
  If there are less than 3 entries in U16 category they will be included in U25 category.
